		<description>I think this article comes close to the ultimate point about the Directive which is; that OGD could be making all of this government information available, only to find no one from the public knows what to do with it, now that they have it..

So holding fast to a hard date in April to require plans be in place with no funding for any agency to implement a plan to address even the comments you have made here could be perilous to the goals of OGD.</description>
